摘要
2009年3月，国家质检总局、发改委、商务部、工信部和海关总署等5部门联合发布《关于对N类和O类车辆实施召回管理的公告》（2009年第24号），宣布自2009年9月1日起，将N类车辆（至少有4个车轮且用于载货的机动车辆）和O类车辆（挂车（包括半挂车））纳入管理范围。面对召回，大部分挂车企业对这方面的知识了解甚少，心存疑惑，在实际操作中无从下手。
Starting from Sept.1,2009,Chinese authority had put all vehicles on the category N and O on the list of recall when defect is found.To this end,trailer manufacturers should take initially active action to do full preparation in aspects,including understanding the significance,do primary foundation and product designing and producing,etc.
