摘要
通过对中日美在地震应急管理领域的管理模式和研究现状比较,从应急组织结构、管理机制、技术手段、应急管理形式以及法律体系等方面找出我国与日本和美国在地震应急管理方面存在的差距。提出将地震应急管理提升到项目管理的高度,引进国际先进管理思想,改进我国地震应急管理中的不足。
The paper aims at finding the differences among China, Japan and America in the field of earthquake e- mergency management through comparing the management models and current research situation from several as- pects such as emergency organization structures, management mechanism, technique means, emergency manage- ment styles and law systems. Also the suggestions for improving levels for Chinese earthquake emergency manage- ment are proposed, which adds international advanced project management ideas to the work of the earthquake emer- gency management.
