摘要
针对山东省科研立项查新工作中存在的对科研立项查新重视不够、查新委托书填写过于简单、查新委托时间过于集中以及查新报告结论易引起争议等问题,提出加大立项查新宣传、延长科研立项申请准备时间、大力开展查新检索业务、拓宽服务领域、放宽立项查新时间、查新报告直接报送科研项目审批部门等对策与建议。
The paper focuses on the ignorance of novelty assessment in sci - tech projects application, the oversimplification of com- mission filling, the centralization of applications and the controversy of the results in Shandong province. It provides countermeasures and advices such as strengthening the publicity of novelty assessment, extending the time for preparation, developing the novelty assessment service, expanding the service field and relaxing the application novelty assessment time limit and direct submission of novelty assessment report to approval department.
