摘要
乡村旅游的"公共物品特性"、乡村旅游的"外部性"问题以及乡村旅游市场的不完善需要政府行为的干预与扶持。文章根据乡村旅游发展的初级阶段和成熟阶段对政府行为进行了界定,并从发挥政府营销的作用、实施形象导向型乡村旅游规划、提供基础设施、人才与资金支持三个方面对乡村旅游发展中的政府行为提出了实施措施,以期对我国乡村旅游发展中的政府行为提供建议和依据。
Government intervention and support is in need in terms of the public goods property and externality of rural tourism as well as its imperfect market system. For reference, the article defines government behavior by means of its primary stage and mature stage, and proposes some measures to promote rural tourism in three aspects, namely, enhancing the marketing role of government, carrying on the image-oriented tourism plan and providing infrastructure, talents and funding.
