摘要
农村公共物品供给状况直接关系到农村社会发展水平和农民生活质量。村庄内部因素在农村公共物品供给中的作用越来越突出。通过山东省一个村庄的深入剖析可以看出村委会、村民小组、村民等村庄内部因素在村庄公共物品供给中的角色特征。村委会、村小组、村民构成了农村公共物品供给的三级主体,但村民参与供给的主动性不够,村委会参与公共物品供给的自主性不足。中国的城乡关系变革会带来国家——村落基层组织——村民三者之间关系的变革,这些因素在公共物品的供给方面须有良性的互动模式。
The supply of public goods in rural areas is directly related to the level of social development and the quality of farmers' life in rural areas.The role of internal factors of villages is increasingly important in the supply of rural public goods.By using M-village as a case,this essay makes a detailed analysis on the role of village committee,villager groups,and villagers as internal factors in the supply of rural public goods.The village committee,villager groups,and villagers constitute three level agents in the supply of public goods in rural areas,but the participation of villagers is not active enough,the participation of village committee is lack of autonomy.The change of relationship between China's urban and rural areas will bring about changes of triple relationship of state,village organizations,and villagers.Those factors should form a positive interactive mode in the supply of rural public goods.
