摘要
为规范行为记录、孕育数量信息、生成共享灰数、积累日常数据,宜就市场主体的行为设置适当的评价档次,并将档次认定作为常规的监管操作模式。论述法规依据、处罚法理、监管原理,及灰数学处理、信息化表征、区间型浮动计分、控制性基准、灰制导机理等信息科学渊源,指出模式可发展监管定量分析,能建构通用范式、化解记录堆积、消弭条块壁垒、构筑防治体系。
To standardize behavior record, breed quantity information, produce sharable grey-data and accumulate daily data, we should establish appropriate concrete appraisal grade for behavior of market-body, and make grade- confirmation to act as conventional supervising-operation pattern. This paper expounds foundation of regulations and laws, punishment principle, supervision principle and information science origins of grey-mathematical dealing, infor- mational characterization, interval-typed floating scoring, controlling reference and grey guided mechanism; it points out the pattern can develop supervision quantity-analyzing after normal operation, and act as conventional operation pattern, break records stacking, eliminate departments or regional barrier and build prevention-control system.
