摘要
依据国家批复的《太湖流域综合治理总体规划方案》所确定的太湖流域综合治理水利工程,其建设始于1991年,至2005年,流域11项骨干水利工程已经全面建成,并在防洪、供水、改善水环境等方面发挥了显著效益。2008年5月,根据太湖水污染情况,国务院又批准实施《太湖流域水环境综合治理总体方案》,太湖流域水环境综合治理新一轮工程建设已经开始。综合分析太湖流域综合治理骨干工程(以下简称"治太骨干工程")的直接成本、间接成本、直接效益和间接效益,为新一轮流域环境综合治理工程建设提供经验和参考。
The Tai Lake Basin integrated water resources management projects were initiated in 1991 based on General Planning Programme of the Tai Lake Basin Integrated Management approved by the central go-vemment. Eleven key water resources projects in the basin had been successfully implemented in the basin by 2005. These projects have played a prominent role in flood control, water supply and water environment improvement in the basin. In May 2008, in accordance with water pollution situation of Tai Lake, the State Council approved the implementation of General Programme of the Tai Lake Basin Water Environment Integrated Management, which signified the start of a new round construction of the lake integrated water and environment management projects. This article analyzes comprehensively the direct costs, indirect costs, direct benefits and indirect benefits of the key projects to provide experience and reference for a new round construction of integrated water and environment management projects.
