摘要
新农村建设过程中的土地资源的优化配置有利于土地资源的合理利用和利用效率的提高,然而在实际利用过程中出现的大量低效利用、闲置土地和土地流转过程中"非粮化"现象,阻碍了规模经营的发展。需要通过加强土地利用总体规划、土地整理、科技创新和土地流转的管理和服务来实现土地资源的优化配置与规模经营。
Optimizing the allocation of land resources in the process of new countryside construction is conducive to the rational use of land resources and the improvement of efficiency. However, the phenomenon of negative impact emerges in the process of actual use, such as a large number of inefficient uses of idle land, ＂non-grain field＂ in the process of land transfer, which hinders the development of scale operation. It is necessary to strengthen the overall land use planning, land consolidation, technological innovation, management and services in land transfer in order to achieve optimal allocation of land resources and scale operation.
