摘要
地震、旱灾、洪灾、雪灾、瘟疫、事故灾难、社会安全事件等一系列公共危机时刻出现在日常生活之中,给政府危机管理带来新的挑战。危机管理是一项非常规化的情景性管理,极大地考验着政府的随机决策和执行能力,同时对行政伦理也提出了新的要求。文章试从行政伦理的角度阐述政府危机管理,在略述危机管理中的行政伦理困境后,详细地阐明了政府在危机管理中的具体伦理要求,借此有助于公共危机管理的人性化解决。
Earthquake, drought, flood disaster, snow disaster, pestilence, industry accident, social security events, etc, these public crises always occur in our life, and challenge government＇ s crises management. Crises management is a irroutinizational and scenic activity, testing government＇ s stochastic decision-making ability roughly. Meantime, crises management puts forward new require about administrative ethics. The author tries to expatiating government＇ s crises management from the angle of administrative ethics. Explaining ethical dilemmas in modern crises management in short, the researcher discusses detailed ethical require in government＇ s crises management, hoping it can help the government to resolve the public crises humanely.
