摘要
允许农村宅基地使用权流转,是发展市场经济、进行城乡一体化建设、繁荣农村经济的需要;但农村宅基地使用权流转要同时构建农村社会保障制度,以替代土地在农村的保障功能。农村社会保障体系不能一蹴而就,因此农村宅基地使用权流转的立法改革也要循序渐进。
Allowing the transfer of rural homestead fight to use is an essential need to develop the market economy, carry the construction of urban and rural integration, flourish the rural economy. However we should build rural social security system to replace the security function of land in the rural areas at the same time. The social security system of farmers can not be achieved overnight, so the legislation reform of circulation of rural homestead right to use should be carried step by step.
