摘要
以区别性组合假说为主线,对建设项目的治理逻辑进行了初步分析。有效的治理结构应该能够让最有能力、最有积极性做出正确决策的人掌握决策权,开发和利用最合适的资源,从而实现资源、能力和态度的匹配。信息短缺所造成的不确定性是建设项目存在的主要原因。根据项目本身的复杂性和市场需求的稳定性之间的不同组合,提出了建设项目的四种治理模式。项目的边界和治理效果取决于项目本身的复杂程度、不确定性和风险承担者的能力以及对他们的激励和约束。
Taking the assumption of discriminating alignment as main clue, the governance logic of construction projects is preliminarily analyzed. It is argued that an effective governance structure should be able to allow those who are most competent and most likely to play the role in making a correct decision, to exploit the most appropriate resources, so that resources, competence and attitude can be pro perly aligned with each other and that it is the uncertainty caused by information shortage that is the main reason for the existence of construction projects. Four governance patterns of construction projects are presented based on the analysis of different combinations of the project's complexity demand stability from the market. A project's boundary and its performance depend on its complexity and the competence of those who bear uncertainty and risks, as well as incentives and restraints to them.
