摘要
本文把西方国家政府官员问责制的实践概括为:建立国家政治责任追究机制,用法定的问责程序保证问责的公开公正,将道德规范以立法形式寓于责任追究机制中,政府官员问责制的问责客体和问责事由比较固定。对我国的启示是:建设新型"问责文化",完善其文化支撑;推进问责制的法制建设,完善其法制支撑;增强人大刚性问责力度,完善其权力支撑;推进行政机关的管理创新,完善其管理支撑;加强监督和公民参与,完善其参与支撑。以期对我国建立和完善政府官员问责制度提供借鉴。
Practices of hnplications of Goverument Official Responsibility from West Countries,such as building country politics re- sponsibility running mechanism,using legal responsibility procedure to ensure open and justness of responsibility,putting ethics into responsibility running by lawmaking,riveting object and cause of responsibility.Some implications and recommendations on reforms of government official responsibility running in China are also drawn in this paper.These include that building new pattern of responsi- bility running culture,building and perfecting of legal system should be advanced,power of people congress about official responsi- bility running should be strengthened,government of administration department should be innovated and surveillance and participation of citizen should also be focused in China.
