摘要
水资源的承载度是有限的．因此，社会经济要持续发展，水资源开发却不能持续增长，而是有增长的极限．本文在论述广州市水资源开发问题的基础上，提出广州市水资源持续开发的理想模式———需水量零增长的模式，并对此模式进行分析，进一步提出广州市水资源持续开发的措施．
