摘要
随着互联网技术的迅猛发展,网络突发事件频繁发生。事件的发生不再是简单的情绪发泄,而是真实生活的反应,网络上,一个普通人就能做到"一呼百应"。如何预防、平息网络突发事件,成为当前网络突发事件应急管理工作的首要任务。当前,网络突发事件呈现出新的特征,而我国网络突发事件应急管理工作目前仍存在诸多问题,应完善网络突发事件的法律法规、提高基层干部的执政能力、提高网站管理人员的素养和建立网络突发事件舆情机制,创建可持续稳定发展的网络环境。
with the rapid development of Internet technology, the network unexpected incidents have repeated again and again. Especially, the network unexpected incidents are no longer simple emotions, but the responses of real-life. In the network, an ordinary person perhaps can do whatever he wants to do; How to prevent and solve network emergencies is our first work to do. This paper, takes a hot issue in 2009 as an example, points to the new features of network emergencies and the present development situation and the existing problems of our network incidents network. Then, some countermeasures are put to solve the questions by modifying the laws and regulations of network incident, improving the ability of administration of grassroots cadres and the abilities of managers, and setting up early warning mechanism of network incident.
