摘要
公共政策执行在整个政策系统中具有至关重要的地位和作用。由于我国文化因素的影响,公共政策在执行过程中往往容易出现阻滞现象,严重影响政策目标的有效实现。基于文化视角,通过对我国公共政策执行阻滞的文化因素分析,提出摒弃传统落后观念,强化政治社会化,完善公共政策的对策。
Public policy implementation is very important in the whole policy system. However, because of the impact of cultural factors in China, public policies are often blocked in their implementation. It has seriously affected the effective implementation of policy objectives. Based on the cultural perspective of public policy, culture factors in block are analyzed so as to abandon the concept of the traditional concept, strengthen social politics, and improve public policy responses.
