摘要
进入新世纪,我国的改革不断扩展深化,如何实现十六大提出的"全面建设小康社会",挖掘经济发展后劲力,也成为我国政府面临的最主要难题之一。近年来,中央为解决这一问题,实施多项政策支持农村、发展农业、提高农民收入。近年,有学者提出以改革农村土地制度,以实现土地的市场化促进农业的规模化,"土地流转"这一改革内容也被提上议程。本文作者试分析土地流转这一政策的可行性,并提出土地流转过程中应参考国外土地改革的成功经验,确保土地流转的战略方向。
Since the 21st century, reform in China has kept going on. How to realize the goal “Building a well-off society in an all-round way” proposed at the 16th National Congress of Communist Party of China （ 16th NCCPC）, and how to explore the potential of economy have become one of the most difficult issues for the government of China. In recent years, the central government has taken measures to support the rural area, to develop agriculture, and to raise the income of the farmers. Meanwhile, some experts come up with the idea of reforming the rural land system to realize land marketization and agricultural scale management. “Land Circula- tion” is also on the schedule. The writer of the present paper analyzes the possibility of land circulation and suggests that the process of land circulation should refer to the successful experience on land reform from other countries, to make sure that the policy of land circulation goes on successfully.
