摘要
按照舒尔茨的观点,人力资本投资包括教育、职业培训、医疗保健和迁移等方面的费用。在我国现阶段,农村人力资本投资表现对农村义务教育、农村劳动者技能培训及医疗保健等方面的投入,这些投入有助于提高农村劳动力素质。而农村劳动力素质的高低直接影响其非农就业转移,包括影响选择非农就业的意愿、非农职业选择的能力和非农就业的稳定性。为此,要加快农村剩余劳动力非农就业转移,必须加大对农村人力资本投资的力度。
According to Theodore W. Schultz , human capital investment includes the expenses in education, vocational training, medical care ahd transfer. In China, the present rural human capital investment includes the input to the rural compulsory education, rural labor skills training and medical care. That input is helpful to improve rural labor quality, and rural labor quality directly affects their transfer for non-agricultural employment, including the willing for non-agricultural employment, the ability to take a non-agricultural job, and the stability of non-agricultural employment. Therefore, to accelerate rural surplus labor transfer for non-agricultural employment, it is necessary to increase the investment to rural human capital.
