摘要
重视少数民族地区群众利益表达的软环境建设是落实民族区域自治的一个内在要求。当前我国少数民族地区群众利益表达的渠道虽然在不断拓宽,但还存在着许多不如人意的地方。一是制度环境的建设存在问题,二是公民社会环境建设存在问题。导致群众利益表达渠道不够畅通,群众也不够满意。加强少数民族地区群众利益表达软环境建设,必须充分听取少数民族地区群众的意见,充分考虑群众利益表达的习惯和特点,加强对各种利益表达渠道运作的管理和监控,着力提升少数民族群众作为利益表达主体的的素质和能力。
Paying attention to the soft-environment construction for minority areas people to express their interests is an inherent requirement of the regional autonomy of minority nationalities. While the expressing channels have been expanded continuously, there are still many deficiencies in the construction of system environment and civil society environment. To improve the soft-environment effectively, the views of people in minority areas should be fully listened to, their habits and characteristics of interest expression should be given full consideration, the monitor of the expressing channels should be enhanced, the people＇ s qualities and abilities of interest expression should be given more efforts to improve too.
