摘要
天津市提出了社会主义新农村建设走在全国前列的奋斗目标,科技工作面临新的挑战。文章结合对天津科技支撑新农村建设的现状与问题分析,提出"城乡科技一体化"的科技发展思路,指出农村科技工作战略重点在于实施三大科技行动,即产业化提升农业科技行动、工业化富裕农民科技行动、城市化带动农村科技行动。最后,提出建立科技统筹发展管理机制、科技投入长效增长机制、科技人才保障机制和科技产业化促进机制等保障措施,为依靠科技推进天津新农村建设提供决策依据。
Tianjin science and technology works is confronted with new challenge with the objective of walking in front row of the whole country in building new socialist villages. On the base of analysis on the present situation and problems in the course of new socialist villages building, the total thought as integration of science-technology between rural and city was put forward in the paper. It was pointed out that the main targets are carrying on three science-technology promoting acts surrounding agriculture, industrialization and urbanization. The countermeasures which will provide a basis to promoting new socialist villages building by science-technology in Tianjin were suggested at lat, i.e., setting up science and technology overall planning management mechanism, long term increase mechanism of science input, mechanism for guarantee qualified personnel, mechanism to promote science and technology industrialization.
