摘要
虽然现代政府采购制度在我国只有10余年的历史,但是政府采购起源很早。本文从信息效率与激励约束效率角度来研究我国政府采购制度的六个阶段的演进,详细地勾勒了我国政府采购的发展史,分析了每个阶段中政府采购制度的信息、激励约束效率机制发育程度,阐述了政府采购制度对国计民生的影响和对宏观经济调控的功能作用以及发展趋势。
Although the modern government procurement system has the history of only ten years ,its origin is very early in China. Studying the Chinese government purchase system＇s six evolving stages from the information efficiency and the impelling and restraint efficiency angles, outlines the Chinese govern- ment purchase history in detail, has analyzed in each stage its impelling and restraint efficiency mechanism and growth degree, elaborates the government procurement system＇s influence to the national economy and the people＇s livelihood ,and to the macroeconomic regulation and control function, as well as its trend of development.
