摘要
农产品质量安全意义重大,既关乎人们身体健康,也关乎社会和谐有序,更关乎一个国家的对外形象。近年来,中国农产品质量安全事故层出不穷,对人们的生活质量和整个社会的稳定和谐产生了许多负面影响。随着人们生活水平不断提高,农产品贸易日趋频繁,企业之间竞争愈加激烈,农产品质量问题已成为全社会关注的一个焦点。解决农产品质量安全问题可以从不同角度提出对策,但从供应链的角度进行农产品质量管理无疑是一种比较有效可行的方法。通过依靠市场机制,建立农产品供应链各主体之间相互监督、相互制约的机制,将价值实现、互利共赢的理念贯穿于相关主体的经营行为,这样促使相关主体自觉作出质量承诺,有助于降低外部监督成本,提高农产品质量安全水平。唯有从加强政府监管与完善供应链内部保障机制两方面入手,建立和完善"政府监管、生产者自律、消费者引导、社会监督"的质量安全管理机制,才是解决农产品质量问题的治本之策。
The quality and safety of agricultural products have great significance. It＇s importance not only relates to people＇s health, but also about social harmony and orderly, and a more direct impacting on a country＇s external image. In recent years, there are more and more serious accidents have happened in China＇s agricultural products quality and safety, it makes a lot of negative effects on people＇s quality of life and the steady development of society. With the rising of living standards, the more frequent trade in agricultural products and the more intense competition among enterprises, the quality of agricultural products beccome a focus concern. To resolve the issue of quality and safety of agricultural products may have different resolutions from different angles, but from the perspective of supply chain quality management of agricultural products is a more effective and feasible method. Through market mechanisms, establish supervision, mutual and binding mechanisms between the main bodies of the supply chain of agricultural products, put the value of the realization and the concept of a win-win situation through the conduct of operations related bodies, this will make a conscious commitment to quality, help external supervision to reduce costs and improve the level of quality and safety of agricultural products. Only by strengthening government regulation and improvement of supply chain security mechanisms, we can find the solution to the problem of it.
