摘要
中国传统行政文化长期受中国古代儒家思想、官本位思想和等级、人治观念的影响,呈现出治理中固有的特点。人的不完全理性加上客观世界的不确定性,人类生活总是与危机事件相伴而生,地方政府作为直接面对公共危机事件的基层政府,在公共危机治理结果的好坏中起到最直接的作用。通过教育,提高地方工作人员的素质;通过宣传摆正群众的心态;通过沟通,实现干群的有效交流等措施,是消除负面影响,提升政府形象的有效手段。
Influenced long by ancient Confucian thoughts, officialdom thought, official rifles and grades, conventional Chinese administrative culture has its own characteristics. The incompleteness of rationality together with the uncertainty of the objective world makes human life always coexist with crisis. As lower governments facing public crises, local government plays a most direct role in dealing with the crises. The effect means to enhance government images and to eliminate negative effects are to raise the quality of the local administrative staff by education, advocate and adjust their attitude towards people, ensure the effective exchange of views between officials and the masses.
