摘要
对信息系统绩效评价的方法体系及存在不足进行综述,指出从投入-产出角度评价信息系统绩效的必要性。对数据包络分析的基本模型进行介绍,指出YMK-DEA和C2GS2-ISS模型适用于复杂信息系统的绩效评价。借鉴平衡记分法,从财务、客户、内部流程以及成长与学习4个方面,构建信息系统绩效评价的指标体系。以30家钢材销售企业的信息系统为对象,运用YMK-DEA和C2GS2-ISS模型,从技术有效与规模有效的角度,分析了企业信息系统的绩效,并与C2R和C2GS2模型的结果进行对比,最后给出信息系统改进的建议。
This paper reviews the current status of the evaluation methods for performance of information systems and analyzes the deficiencies. Based on these, the feasibility and necessity to measure the performance from the input/output viewpoint are emphasized. Then, this paper introduces four basic models of data envelopment analysis, and select YMK-DEA and C^2GS^2-ISS models for evaluating the performance of complex information systems. Referring the balanced scorecard, evaluation indexes for information systems performance are presented from four aspects including financial, customer, internal processes and learning and growth. Taking example for the information systems from thirty steel sales corporate, this paper uses YMK-DEA and C^2GS^2-ISS model to evaluate performance of information system from the viewpoint of both technical efficiency and size efficiency, and compares the results with those from C^2 R and C^2GS^2 models. Finally, some suggestions for information systems improvement are given.
