摘要
针对建筑材料质量监管出现的问题,提出采用"主动"、"联动"和"互动"(即"三动管控")的模式合理引导建材生产、检测和选用,从而保证建筑主材的可靠度。实践证明,"三动管控"策略可将质量管控行为延伸到政策和标准的层面,扩展到过程和动态中,覆盖到相关各方的质量行为上,进而从本源上保证主材的性能品质。
For the problem in supervision and management of construction material quality, using initiative action, combined action, mutual action（that is ＂three actions＂） management and control pattern to conduct the construction material produce reasonably and guarantee the reliability of main construction material. At the last, it was proved that the effect of ＂three actions＂ have extent to the police, standard, process and dynamic management, coved related companies quality management, guarantee the main material performance.
