摘要
本文从治理理论的视角出发,探讨了政府在建设"和谐语言生活"中的作为方式。文章认为,政府一方面要发挥主导作用,以现代理性确立并向社会传输"和谐"的语言价值观,同时运用政府权威推进语言规划;另一方面要设立配套调节社会语言生活的渠道、平台和制度,以实现"社会自治"以及公民个体的语言权利申诉,在运用公共权威的过程中要避免对社会语言生活实施行政"控制"的倾向。最后结合语言功能层次的分析,提出以"主导而非控制"为主旨的"语言功能—政策规划"构想。
From the perspective of Governance Theory, this paper discusses government＇ s performance in constructing ＂a harmonious language environment＂ and argues that the government has to play a major role in establishing a ＂harmonious＂ language view with modern conceptions. On the one hand, the government should exercise its power to promote language planning; while on the other hand, in order to achieve ＂social self-governance＂ and bestow on its citizens the rights to appeal for their language, the govemment needs to build channels, platforms and systems to coordinate social language activities. During the implementation of the public authority, the government should avoid an administrative control on social language activities. The paper concludes with a proposition of ＂ instructional but non-dominant＂ ＂language function-policy planning＂ with reference to the analysis of the perspective of the language function.
