摘要
新疆少数民族教育立法是不断促进新疆地区少数民族教育事业发展重要措施之一,是更好地保障新疆民族教育事业健康稳定发展的基础和前提。早日出台在国家法律框架下的新疆地方民族教育法律、法规,是由新疆特殊的区情和较落后的教育现状决定的;是加快西部大开发战略进程,促进新疆经济发展和各民族共同繁荣,推进全面建设小康社会的需要;是全面实施国家教育法规、民族法规的需要;是实现"依法治教",完善新疆法制建设的需要。
The legislation of the ethnic groups education in Xinjiang is one of the important acts to urge the development of the ethnic groups education in the area of Xinjiang. It is also the foundation and the prerequisiton of the healthy and stable development of the ethnic groups education in Xinjiang. To put the ethnic-educational rules and regulations of Xinjiang into effect is determined by the special situation and the backward educational background. It is the requirement to quicken the the process of Western Region Development of China, and improve the development of Xinjiang＇s economy and the mutual ethnic groups＇ booming; it is the requirement to build the comfortably-off society and to carry out the educationmal and ethnic groups regulations; it is also the requirement to realize the educational administration under the law and to perfect the construction of legislation in Xinjiang.
