摘要
旅游资源非优区开发研究是旅游开发研究的一个新视角。由于经济基础、区位条件、资源禀赋的限制,旅游资源非优县域开发更是面临种种困难,以滨州市惠民县为例,在对其旅游资源现状与发展条件分析的基础上,从旅游产品设计和开发战略两个方面对该县的旅游开发进行了探讨,并提出层次开发、滚动开发、创新发展、政策拉动四大主导性战略。
The study of the non-optimal tourism areas was a new field of the research on the tourism development,the specific circumstances and tourism resources made it difficuh for the county in non-optimal resource areas to develop tourism. With the case of Huimin County of Binzhou City,based on the analysis of status on their tourism resources and development conditions,this paper discussed the tourism exploitation of Huimin county from product design and development strategy, proposed four guiding strategies of gradation development, rolling development, in-novation development and policy acceleration.
