摘要
在分析原有评标专家抽取模型不足的基础上,本文提出了评标专家均衡随机抽取模型。这种新的抽取模型不仅可以保证抽取过程的随机性,还能改善一段时间内专家被抽取状况的均衡性。本文介绍了新模型的构建思路和算法步骤,并利用实际数据进行仿真实验,验证了新模型的优势。评标专家均衡随机抽取模型的提出对提高招投标工作的公平性和公正性具有重要的现实意义。
Based on the analysis of disadvantages in the present model for selecting bidding evaluation experts, this paper proposes the random and equilibrium model. This new selecting model can ensure the randomness of selecting process, and improve the equalization of bidding evaluation experts selection during a period. In this paper, we introduce the thought and algorithm steps of the new model, and prove the advantages of the new model by simulation experiment using actual data. It exerts profound influence on the fairness of tendering and biddin to propose this random and equilibrium model for selecting bidding evaluation experts.
