摘要
积极发展社会保障中的非政府组织,是全球化和政治民主化进程的必然选择,也是我国深化保障体制改革、转变政府职能的现实需要。作为一支新兴的社会保障力量,我国的非政府组织多半属于政府主导型,有着明显的官民二重性,缺乏应有的独立性和自治性,内部管理水平也较低,与其他国家非政府组织相比较,差距明显。因此,我们必须积极采取措施,在新的历史时期,推进社会保障中的非政府组织的创新发展。

There was a clear -governmental organizations is the inevitable the protection of China' s deepening reform, the force for social security, most of China' s non-duality of the government and the people, the lack of application of the independence and autonomy, and low levels of internal management. Compared to other countries, the gap is obvious. Therefore, we must take active measures in the new historical period to promote non - governmental organizations development.
