摘要
积极发展社会保障中的非政府组织,是全球化和政治民主化进程的必然选择,也是我国深化保障体制改革、转变政府职能的现实需要。作为一支新兴的社会保障力量,我国的非政府组织多半属于政府主导型,有着明显的官民二重性,缺乏应有的独立性和自治性,内部管理水平也较低,与其他国家非政府组织相比较,差距明显。因此,我们必须积极采取措施,在新的历史时期,推进社会保障中的非政府组织的创新发展。
