摘要
气象旬月报是一种基本气象资料，其内容主要是过去一旬（月）的气象要素值，如气温、降水量、风力、日照、土壤湿度等。这些数据资料，是开展生态与农业气象、气候影响评价、气候变化趋势预测等各项工作的主要依据；也是党政领导部门安排和指挥农业生产、科学决策的重要参考依据。本方法的主要目的，是编制一套计算机软件，形成自动化的气象旬月报处理工具，实现报文的自动翻译、资料存档、数据输出和图表生成。
Monthly and ten days＇ Weather data is a basic meteorological data, which is the last ten days（ one month） values of meteorological elements, such as temperature, precipitation, wind, sunlight, soil moisture and so on. These data is the important basis to carry out ecological and agro-meteorological, climate impact assessment, climate change trends. It is the important basis for the government to arrange and direct agricultural production and scientific decision-making. The main purpose of this method is to produce a set of computer software to create automated tools to deal with monthly and ten days＇ weather data so that it can deal with the automatic translation of message, and data archiving, data output and charts generated.
