摘要
我国现有的VTS监管模式不利于船舶交通管理质量和效率的提高。文章综合考虑船舶航行风险和社会影响因素,运用层次分析法构建了VTS船舶重要度评价模型。在运用模型对VTS水域内的船舶进行分级的基础上,提出相应的船舶交通管理对策。
The existing supervision approach of VTS is not good to the improvement of the vessels traffic management quality and efficiency. Comprehensively considering the factors of vessel＇s navigational risks and social influence, the article constructs an important evaluation model of vessel in VTS area using analytic hierarchy process. On the basis of classification and evaluation of vessels in VTS area applying the model, the paper puts forward the corresponding management countermeasures of vessel traffic management.
