摘要
慈善组织是慈善事业发展的载体,也是社会和谐的重要力量。与发达国家相比,我国慈善事业还处在初级阶段,一些显现的、潜在的问题都不同程度地制约着慈善组织的发展及其社会功能的发挥。中西方慈善组织在发展上的差距与它们各自的文化背景和历史根基、运作模式和机制、政府与组织之间的地位关系等有关。解决社会慈善核心价值观缺失问题,克服因缺乏制度支持而导致运作随意性消极性的缺陷,调整政府与组织之间的不协调性关系是目前我国慈善组织建设必须高度重视的问题。以"扬弃"之态和"包容"之心汲取发达国家的慈善理念和管理经验,有助于我国慈善组织的效率提高和功能发挥。
Charities are the carriers of the development of philanthropy as well as an essential force for social harmonisation. Compared with developed countries, Chinese philanthropy is still at its initial stage with a number of evident and potential problems that are restrictive, to a certain extent, the development and social function of the charities. The gap between the development of the Chinese and western charities are in relation to their own cultural backgrounds, historical roots, mode of operation mechanism, the status of relations between the government and the charities and so on. To resolve the problem of losing the value of social charities, to overcome the weakness of casual and negative operation as a result of lacking the support of systems, and to adjust the inconsistent relations between the government and the charities, are those of the issues that should be highly emphasised in the current process of constructing Chinese charities. To learn from the concept of charities and managerial experiences from those developed countries with an ＂abandoned＂ and ＂adopted＂ mind will be of help to improve the efficiency and functions of Chinese charities.
