摘要
资源枯竭矿区在经过了矿产资源的掠夺性开采、生态环境的严重破坏后渐渐走向生命的尽头,对资源枯竭矿区的生态修复逐渐成为当前研究的热点。本文以资源枯竭煤矿区这一典型区域的生态问题为研究对象,提出了规划准备、方案制定和规划评价三阶段的资源枯竭矿区生态修复规划的编制程式。具体包括生态环境调查、评价和规划三个方面的内容。相应地提出了基于多源多时相遥感及GIS技术和实地调查咨询相结合的生态环境调查方法用于资源枯竭煤矿区生态环境调查;从生态环境损害评价和风险评价两个方面对资源枯竭煤矿区的生态环境进行评定;确立了"生态修复功能区划-景观生态修复区划-生态修复适宜性评价-生态修复技术配置"四步骤的生态环境修复规划方案编制模式。并以门头沟煤矿区为例对以上理论和方法进行了验证,编制了门头沟煤矿区生态修复总体规划。
The exploitation of coal resources lead to severe environmental problems in resource-exhausted areas. It brings so many problems on ecological, social and economical aspects, so the ecological restoration in resource-exhausted mining areas becomes the focus of research activities. This paper aime.d at the ecological problems of typical resource-exhausted area, presented a three-phase process of ecological restoration planning, which consisted with planning preparation, planning establishment and planning evaluation. The method of combination of RS, GIS and on-the-spot survey was put forward for ecological and environmental investigation. The eco-environmental assessment was separated into two aspects: damage assess- ment and risk assessment. A restoration planning method containing four-steps called "Functional regionalization, Landscape regionalization, Ecological suitability assessment and Restoration technology assignment" was presented. Finally, a general ecological restoration plan of Mentougou district of Beijing city was made based on above theories and methods.
