摘要
坚持和完善人民代表大会制度,是发展社会主义民主政治、建设社会主义政治文明的重要内容。新中国成立以来,特别是改革开放后,在正确总结以往经验教训的基础上,这一制度得到全面坚持和不断完善。中国共产党和全国人大常委会对坚持和完善这一制度的理论阐释更加系统和深刻;人大代表选举工作与时俱进;人大的立法和监督职能不断强化;人大的代表工作和对外交往工作取得新进展,自身建设不断加强。
Adhering to and improving the system of the People＇s Congress are of vital importance for the development of the socialist democratic politics as well as the socialist political advancement. By re- viewing the experience and drawing the lessons of the past, China has been sticking to this system in an all-round way and perfecting it continuously since the beginning of reform and opening-up. In par- ticular, the Chinese Communist Party and the Standing Committee of the National People＇s Congress have provided a more systematic and profound theoretical interpretation in adhering to and improving the system. The progress of electing the NPC representatives is kept abreast with the time and the NPC＇s role as legislators and supervisors is being strengthened. In addition, new progresses have been made in the work concerning the representatives and foreign affairs, as well as new improvements in NP C＇ s self-construction.
