摘要
一个统一、规范、有序的土地流转市场,是农村土地承包经营权流转健康发展的保障,也是实现农村土地生产力诸要素合理配置和适度规模经营以及统筹城乡经济发展的载体。当前,农村土地流转市场的健全还存在着复杂的制约因素,面临诸多困境。土地流转应是不同市场主体之间要素配置的一个过程,不应是政府行为,政府在健全农村土地流转市场的进程中,应明确角色定位体现其宏观管理和微观服务的职能。
A unified, standardized, and orderly land circulation market, is not only the protection for the healthy development of the rural land circulation, but also is the platform where elements of rural land productivity are rationally allocated and appropriate operated, urban and rural economic development is co-coordinated. However, at present, the development of＇the circulation market of agricultural land is still restrained and faces with many difficulties. I.and circulation should be a process of different elements of configuration, not the governments behavior. The government should be aware of the roles of itself in the process of developing rural land circulation of the market, and make best use of its macro-management and micro-service functions.
