摘要
浙江省千万农民饮用水工程实施以来,在解决农村用水提高农民生活质量方面发挥了重大作用.适应社会主义市场经济体制的要求,应建立农村饮水工程良性运行机制,出台农村饮水安全工程管理办法等法律法规,明晰工程产权,落实管理主体,设立饮用水长效管理专项资金,实行有偿供水,科学制定水价,引入社会资金,实现用水社会化、计划用水和节约用水.
Rural Drinking Water Project plays an important role in improving the living standard for the farmers. The essay focuses on how to set up positive operating system of rural drinking water project by clarifying the administrating part with legal right, setting aside long-term special capital, marking out reasonable price, introducing social funds and so on based on the state laws and regulations to make water consumption moderately in the society as a whole.
