摘要
在21世纪生态文明时代到来之际,面对生态安全与环境恶化的严峻挑战,恩施州必须破解环境保护与经济发展的"现代困境",对生态文明特区进行新的定位,从历史背景和现实基础两个方面深入探讨恩施州建立生态文明特区的可行性,提出建设"恩施生态文明特区"的具体构想,实现恩施州生态、经济、社会持续健康和谐发展。
In the 21st century, with the dawn of ecology civilization, faced with the challenges of ecological safety and environmental deterioration, Enshi is forced to crack the ＂modem plight＂ of environmental protection and economic development and make a new defeinition of ecological civilization SAR, and then make an in - depth analysis of the feasibility of establishing ecological civilization SAR in Enshi Autonomous Prefecture from the historical background and realistic basis, and propose the specific concept of constructing ＂ Enshi ecological civilization SAR＂ to realize the sustainable and healthy development for Enshi ecology, economy and society .
