摘要
在全球金融危机的影响下,就业问题在我国当前社会中日益凸显。从教育、经济和就业三个结构对就业问题进行归因分析,发现教育结构中的普职教育失衡、城乡教育差异,经济结构中的三产比例失衡、城乡经济二元化,以及就业结构中的就业信息失衡、就业准入和保障制度的不完善,是导致当前我国失业问题突出的主要原因。因而,应该着力调整教育结构,大力发展职业教育,拓宽对高校毕业生及农民工的技能培训,增强劳动者的就业能力;调整经济结构,大力发展第三产业及现代化农业,鼓励劳动者自主创业,增加社会就业岗位;调整就业结构,充分发挥政府在人才需求信息、行业准入、就业保障等方面的导向、监管、服务作用。
Impressed by the global economic crisis, the unemployment problem becomes obvious in the society. By the attribution analysis on the unemployment problems from the three view points of education, economic and employment, we find that the main reason which leads to the unemployment is the irrational ratio of general education to vocational education, the discrepancy in education between the rural and urban area and the irrational ratio of the three industries as well as the unbalanced employment information in the structure of employment and the immature employment admittance and security system. So we should adjust the structure of education, develop vocational education, strengthen the training of the graduates and the rural workers＇ skill, improve the laborer＇s employment ability; adjust the economic structure such as developing the third industry and modern agriculture vigorously, encourage entrepreneur and increase the employment posts; adjust the employment structure and play the guiding, supervising and serving role of the government in providing demanding information of the talents, trade admittance and employment security and so on so as to lower the unemployment ratio and realize the optimized.allocation of our human resource and the harmonious development of the society and economy.
