摘要
国务院32号文件提出促进新疆农民增收、改善民生是当前新疆经济工作的重点。现实表明农村劳动力转移是这一问题的切入点,本文提出坚持"以人为本"的转移理念,尊重市场机制和转移规律,从人的需要角度出发,大力发挥政府、企业、中介组织和个人等市场主体对劳动力转移的共同作用,以适应市场需求的多样化培训来提高农民的实践技能,提升劳动力转移的能力。
32, the State Council document suggests how to increase incomes and to improve people＇s livelihood is the focus of economic work in Xinjiang. The transfer of rural labors can resolve these problems. The author presents respecting for the market mechanism and transferring of the law, acting from the need of people are the thoughts of the ＂people-oriented ＂. In this process many market players work jointly such as the government, enterprises, intermediary organizations, and individuals.training can improve quality of the labors which help the movement of labor.
