摘要
战略规划是战略管理的核心,而战略规划的实施则是战略管理的主体。高校战略规划的优化实施,一是要分解目标、明确责任,构建多层次的战略规划实施体系;二是要树立效益理念,优化资源配置,确保战略规划重点的落实;三是要践行以人为本理念,充分发挥师生在战略规划实施中的积极作用。
Strategic planning is the core of strategic management and implementation ot strategic management is the main body of strategic planning. The optimal implementation of strategic planning in colleges and universities include： first, to decompose goals, clarify lines of responsibility and build a multi-level implementation of the strategic planning system; second, to establish benefits concept, and optimize the resources allocation to ensure the key implementation of strategic planning; third, to practise the humanistic approach and exert the active role of teachers and students in the implementation of strategic planning.
