摘要
旨在把和谐高校建设作为一个系统工程来设计,认为资源保障是建设和谐高校的核心,思想保障是建设和谐高校的先导,组织保障是建设和谐高校的关键,法制保障是建设和谐高校的基石。因而建设和谐高校,必须注重资源配置,建立包括人力、物力、财力在内的资源保障机制;以科学发展观为先导,把握正确的舆论导向的思想保障机制;以党组织为核心,党、政、工、团、妇齐抓共管的组织保障机制;在高校建立健全各种法律法规和内部管理制度,依法治校,营造一个以法律为准绳,"有法可依、有法必依、执法必严、违法必究"的法制保障机制。从而促进高校和谐、健康和可持续发展。
This paper considers that resource guarantee is the core of constructing harmonious college ＆ university, ideological guarantee is the guide of constructing harmonious college ＆ university, organizational guarantee is the key of constructing harmonious college ＆ university, legal guarantee is the foundation of constructing harmonious college ＆ university, which aims to take harmonious college ＆ university＇s construction as a system engineering. Therefore, harmonious college ＆ university should pay attention to resource allocation and build resource guarantee mechanism, including human resources, material rcscuces and financial resources. Universities should hold right direction of public opinion＇s ideological mecha- nism with the guide of scientific development view. Taking party organization as a core, party, government, labor union, league and woman union will supervise organizational guarantee menchanism together. Meanwhile, university should build and improve various of laws, regulations and interhal management system which manage university by law. It makes university take law as criterion and create a kind of legal guarantee mechanism with ＂ There must be laws to go by, the laws must be observed and strictly enforced, and law - breakers must be prosecuted＂. Thus, it will promote university to develop harmoniously, healthily and sustainably.
