摘要
一般认为，国际安全机制是“关于特定国际安全领域，为达成某一共同的安全目标而建立的，容许国家相信其他国家将予以回报，而在它的行为上保持克制的那些原则、规则和标准。这一概念不仅指便于合作的标准和期望，而且指一种超出短期自我利益追逐的合作形式”。合理的国际安全机制对于促进安全合作的实现具有十分重要的作用。冷战后，随着军事技术的加速发展，国际安全领域出现明显的权力转移与问题性质、内容的变化，国际安全机制沿着不同的路径快速成长。
With the rapid development of military technology after the cold war, there are entirely different reconstruction in military form. In international security field, obvious ＂grade difference in generations＂ and new common power pursue have appeared, accompanied by clear power shift. Power shift of international security field leads to the extending of national security. Thus, non-traditional security increases, problem shift comes into being in international security field so that the international security regimes become important factors involving the fate of the country and the world peace. From four components of common interest, outside compulsion, common idea and morality and justice regulations, and power distribution structure, We should make further step in strengthening the necessity and possibility of international security regimes construction.
