摘要
根据国防领域高新技术产品研发项目管理流程再造工作的需要,建立了一种基于时间的M-PDP流程(Military equipment Product Developing Process)描述模型。模型以第三代门径管理系统(SGS)理论为主要依据,设立了三个主要阶段;对应国防科研项目管理业务流程的特点,将流程中的审批关口与活动结合到一起,提出了"活动-决策对"概念,与实际情况更加符合,同时这样也简化了模型分析的难度;建立的M-PDP流程模型,能够反映该类研发项目的管理过程,体现其串行或并行关系,能够判断活动或决策是否增值。
The M-PDP (Military photoelectric system Product Developing Process) model based on time is described that can be used to the Business Process Reengineering of the new-product-developing management for the military high-technology equipment. According to the third generation SGS (Stage-Gate System), three main stages are set up in the model. Corresponding the characteristics of the managing operation process in the military research project, each examine gate is combined with an activity of process. The concept of "Activity-Examine Couple" is presented to simplifying the processes analyse. The M-PDP model is useful to reflect the managing process of the project, represent their serial or concurrent connection and estimate whether an activity or examination is valuable or not.
