摘要
政府社会保障支出绩效评价是指用来反映和衡量政府社会保障支出效益、效率和有效性的研究。目前,国内外学术界对政府绩效评价有不少相关研究,并且已经相对成熟,但具体反映我国政府社会保障绩效评价的理论研究和定性分析较多,而定量分析较少,支出绩效的评价指标体系相对薄弱。鉴于此,本文试图构建一个比较完整、合理的政府社会保障支出绩效的指标体系,来分析我国社会保障支出的绩效。
Expenditure performance evaluation of social security is a research which only reflects and measures the benefit, efficiency and effectiveness of social security expenditure. Recently, domestic and foreign academic circles have made many related research on the government's performance evaluation. But there are more theoretical research and qualitative analysis, and less quantitative analysis, and the index system of expenditure performance evaluation is relatively weak. In view of this, I try to construct an index system of a relatively complete and reasonable social security expenditure performance, to make an analysis on the performance of social security expenditure.
