摘要
蕴含了协商民主宪政理念的政治协商制度,作为我国的基本政治制度,是对人民代表大会制度的必要补充,与人民代表大会制度一起构成我国政体的基本要素。宪政体制中的政治协商制度,表现为一种宪政条件下的协商机制,具有利益表达、政治参与、社会疏导、民主监督、决策咨询等宪政价值,在中国宪政发展中发挥着重要作用。
As our country＇s basic political system, the Political Consultation system, which contains the consultative democratic constitutionalism idea, is essential supplement to the People＇s Congress system. The Political Consultation system constitutes our country regime＇s base element together with the People＇s Congress system. In the constitutional politics system, the political consultation system is a consultative mechanism under constitutional politics, which has constitutional politics values of the benefit expression, the political participation, the society to unblock, the democratic supervision, the policy-making consultation and so on. The Political Consultation system is playing the influential role in the Chinese constitutional politics development.
