摘要
合资企业管理应以"以人为本"的柔性管理为主导,"以规章制度为本"的刚性管理起辅助作用。这种以柔克刚、柔刚并济的管理,是一种在严格规范管理基础上更高层次的管理模式。合资企业实施柔性管理,应确立人性化的管理理念,从塑造企业员工的价值观和精神入手,形成独特的企业文化和管理模式;建立柔性化的分配制度,把员工的高素质与高收入作为起点和汇合点,把合资企业效益与人本结合,提高透明度和适应性;建立柔性化的组织结构,实施扁平式管理,减少中间环节,统一生产经营的计划性和协调性,以宝塔阶梯型逐级负责制的组织结构淡化部门界限,向业务流程及主体工作主线责任制推进制度发展。
The essence of international joint venture produces great complexity, dynamics and challenges in managing these transnational organizations. The peculiar dynamic change and instability of joint venture must reflect the management mode, cause the transformation of the management mode and make "flexible management" become inevitable. Therefore, jointventure's business administration should take flexible management as the leading factor. And the rigidity management will play an auxiliary role. This would be a kind of more high-level management mode on the basis of enforcing the management on norm.
