摘要
本文从公共管理和公共政策视角,通过对药品创新概念重新界定,对我国药品创新总体态势以及内部优势、劣势和外部机会、威胁等相关因素进行了研究和分析,然后运用SWOT战略分析方法,提出我国药品自主创新应采取追赶型战略,应采取政府引导扶持与市场机制结合模式,并就培育创新主体、提升创新能力、促进创新成果提出了一整套政策建议。
From the viewing angle of public Policy and public management, this paper discusses how to frame pubic policies that would positively promote pharmaceuticals innovation and create a vigorous innovative pharmaceutical industry. This paper begins with a redefinition of pharmaceuticals innovation. Then the overall situation of pharmaceutical industry is examined. SWOT analysis of current Chinese pharmaceutical industry reveals that it is high time to integrate government and market forces and promote transformation of development strategy and model of Chinese pharmaceutical industry, namely from just copy to active innovation and adopting ＂chase＂ strategy as an interim solution. The paper ends with the policy recommendations.
