愈演愈烈的国际金融危机给俄罗斯带来巨大冲击。俄罗斯经济陷入衰退、金融形势迅速恶化、实体经济遭遇冲击、债务负担异常沉重,俄罗斯油气行业也风光不再。在严峻挑战面前,俄罗斯对能源政策进行调整,采取多种措施继续推进"能源超级大国"的构建。对内以多种手段减轻俄罗斯油气公司负担,维系、培育企业的生存力与竞争力;对外根据新的形势调整能源外交策略,维系海外能源利益,提升能源大国地位。
The deepening financial crisis has had a great impact on Russia,sending the country＇s economy into a recession and lading the country with great debt burden.As Russia＇s economic situation deteriorates rapidly,the country＇s oil and gas industry has also been over the hill.In the face of these great challenges, Russia has acted to adjust its energy policies and has taken a multifaceted approach to push its plan of be- coming an energy super power.The country has taken many new measures to reduce burden for domestic oil and gas companies and to help domestic enterprises enhance their ability to survive and compete in the market.To adapt to the new economic atmosphere,Russia has adjusted its energy diplomacies to maintain its energy interest overseas and strengthen its position as a major energy producer.
