摘要
社会问责是对行政问责的深化和发展,具有建构前瞻性公共行政、提高社会自我治理水平、推动政府与社会良性互动的积极功能。当前我国社会问责存在主要不足有:问责法律不健全,问责程序化程度不够,问责对象和问责范围不明确,问责配套制度的不完善。构建社会问责的对策是:发挥政府和社会的协同作用,培育公民社会鼓励公民参与,培育和塑造积极的问责文化,加强社会问责制度的建设。
Social accountability is the part of administrative accountability. Its aim is to build a forwardlooking public administration, to improve the level of social selfgovernance, to promote positive interaction between the government and the society. The main problems of accountability are insure, including the lack of the legal system, procedural accountability, the scope and targets, and supporting institution is imperfect. The measures are to play a major government and society synergy, nurturing civil society to encourage citizen participation, accountability culture, and to improve accountability system.
