摘要
在完善生态公益林补偿制度、建立健全森林资源培育保障体系、建立林业基础建设投入保障制度、建立林业发展基金制度等方面,分析了公共财政对促进集体林权制度改革的作用。并研究了现有公共财政存在的问题,提出了相关的政策建议。
The report analyses the effects of public finance on China＇s collective forest tenure system reform. Specifically, it investigates how to reform public finance to improve the payments of forest ecosystem service, to better the financial subsidy of cultivation of forest resources, to increase the investment on the forest infrastructure, and to establish the forest development fund. By comparing possible policy alternatives, suggestions of specific policy changes in public finance are proposed.
